Essential Job Functions:  Responsible for the provision of K-12 teacher professional development for QualityCore and the additional development and delivery of training services for all of ACT's College Readiness System. Identify and develop models for new and existing professional development services designed to ensure the successful implementation and outcomes of key ACT programs within the K-12 market. Services will primarily focus on teachers, curriculum coordinators, and school administrators. Manage the promotion, delivery, and evaluation of services; oversee ACT's relationships with third party professional development providers; and identify and develop alternative professional development offerings. Typical work-related activities include:
* Develop excellent K-12 state and major school district market relationships.
* Conceptualize and present to senior management ideas for professional development models and services that support ACT's mission and program offerings.
* Manage all aspects of the QualityCore professional development offerings developed and delivered by third party professional development providers, including, but not limited to: reviewing/approving training models, agendas, and materials; reviewing/approving teacher guides developed by third party providers; providing workshop quality control; and overseeing the planning and logistical support of workshop events
* Manage all aspects of the development of a workshop presenter training program
* Communicate K-12 teacher professional development trends to product manager, marketing manager, sales director, and Educational Services executive leadership
* Support/co-present with Educational Services staff on high profile presentations
* Provide training to ACT staff on professional development services and coordinate national and regional delivery of EPAS implementation services.
* Participate in the creation of and maintain current knowledge of national promotional and service goals. Maintain a current knowledge of all ACT education products.
* Assist with developing and monitoring the budget for professional development services.

* Compose, edit, and distribute announcements and other formal communiqués from the ACT Customer Support to ACT authorized delivery Sites.
* Fulfill training requests from operations staff and operations channels, including Site staff and customers.
* Train staff on functionality of ACT products so that they can train business partners and clients.
* Assess existing documentation and training materials, developing and managing the continuous improvement process for them.
* Develop and maintain training materials and documentation beginning with only basic information as needed to support the ACT delivery network of sites and ACT staff.
* Develop in-depth understanding of ACT programs and products to formulate and deliver training and other activities to increase this knowledge in ACT's local and field staff.
* Work with Technology and Program Manager to identify communication, documentation and training requirements for new programs.
* Develop plans to implement new programs in support of the rollout of the new programs.
* Develop and execute long- and short-term plans.
* Develop means of determining information and training needs at the ACT Sites and implementing programs to address those needs.
* Monitor relevant work schedules and deadlines and report activity status and results of projects involving outside sources and mailings.
* Research, propose, design, and implement new procedures to improve department performance.
* Coordinate with outside consultants, vendors, and other ACT departments regarding service and/or needs.
* Produce well-formatted materials for distribution using MS Office (Word, PowerPoint, Excel) or desktop publishing tools.
* Provide regular updates to management staff regarding progress, opportunities and issues.
* Enroll management staff to contribute to communiqués and training as appropriate.
* Travel as required to develop materials and documentation and to conduct training.
* Assist the Technology & Program Manager in carrying out his/her duties as needed.
* Working exceptionally well with other staff and with occasionally difficult clients and business partners.

Minimum
Qualifications: Master's degree in educational measurement and statistics or a related field and at least 4 to 7 years of related large-scale assessment development experience, or the equivalent combination of education and experience.
Essential Job Functions:  Manage operations, finances, and personnel in the Assessment Innovations area, including K-12 assessment development as well as performance assessment development and scoring activities for resident and contract programs. Typical work-related activities include:
* Plan, direct, and supervise test development activities including test specifications, production activities, quality control procedures, and technical documentation.
* Maintain standards and expectations regarding the quality of test development and scoring services.
* Direct paper-and-pencil and computer-based scoring activities within the Scoring Center.
* Work with staff to establish, implement, and monitor effective and efficient processes for scoring and development activities.
* Interact with other areas within ACT (i.e., IT, Operations, Workforce) as they relate to Assessment Innovation activities.
* Develop fiscal year program objectives for resident programs and assist with writing proposals for external contracts.
* Develop and oversee departmental and program budgets for resident development and scoring projects and develop cost specifications for external contract work.
* Develop project management schedules and staffing plans to meet objectives for resident and contract programs scope of work.
* Coordinate and monitor program activities within the Assessment Innovations area.
* Work with external vendors to establish workflow processes required for development and scoring activities.
* Provide status reports on departmental projects to senior management.
* Serve as primary ACT contact for high profile contract clients that require assessment development or scoring activities.
* Assist in the development of business plans for new and existing programs, monitor program use in relation to market needs and changes in market demands, and make recommendations for program enhancements relating to evolving market needs.
* Monitor and report on attainment of objectives. Implement corrective steps, as needed, to address shortfalls in attainment of goals.
* Represent ACT and its programs by providing program support to users and by presenting at professional meetings and conferences.
